39.1 Police integrity, values and honor  
  Any organization of honor ensure that within its own code it makes clear what is considered the highest standard, what is considered the values to be followed, what constitutes honor and what befalls those who disgrace the code and color of their uniform.  
  While unlawful behaviour by any police officer should rightfully entail criminal charges and suitable penalties, no penalty in history is greater than when a member of a esprit de corps is drummed out for dishonoring the unit.  
39.2 The highest ideals of law and order are represented in the highest ideals of the police  
  All good and law abiding citizens of a town or a city seek a society that is safe and free from crime. The highest ideal for many people is a town and/or a city free of the crime that so threatens the lives and safety of its citizens.  
  Therefore, the ideals and values of the police must meet these ideals and in forging a history and a culture must be permitted to protect its integrity, free from political interference.  
  This in no way diminishes the importance of interval investigations but strengthens it. For instead of a culture of suspicion, endless rules and checks, a fine police force is one that holds itself to the light of its call to honor.
