7. Local Objects
 
  Article 62-Local Civil Service  
62.1 Local Government Administration  
  The local civil service includes every officer and employee of a local county body or agency, except as otherwise provided in this Charter for a County. All positions in the civil service shall be subject to the terms and conditions of employment as specified by the civil service statutes of the State to which the county belongs.  
  In the civil service, permanent appointment and promotion shall be made under a general system based on merit ascertained by competitive examination.  
62.2 Local Laws and Regulations  
  While a Local Parliament is free to make laws and regulations which are in the best interests of the Members of the County, the following conditions must always be met for each and every Bill. A failure of a law of a local County to meet this criteria shall deem that law illegal, whether or not it has been passed by the County Parliament and/or Mayor or not.  
  Best interests of the County  
  That in relation to legislation and regulations concerning the creation, disposal and/or management of assets of the County, that the law serves the best interests of the County first and any special interests and third parties last;  
  Consistency with Charter  
  That the proposed law does not directly contradict any of the articles of this Charter.
