State Laws and Regulations |

While the State Parliament is free to make laws and regulations which are in the best interests of the citizens of the State, the following conditions must always be met for each and every Bill. A failure of a law of a State to meet this criteria shall deem that law illegal, whether or not it has been passed by the State Parliament and/or Governor or not. |

Best interests of the State |

| |
That in relation to legislation and regulations concerning the creation, disposal and/or management of assets of the State, that the law serves the best interests of the State first and any special interests and third parties last; |
|
| |
Consistency with Charter |
|
| |
That the proposed law does not directly contradict any of the articles of this Charter. |
